The Lakeshore Drive and Hiawatha Avenue project is about 2.2 miles and will likely include concrete curb repairs and pavement resurfacing. Eight open house meetings were held in early September and staff received phone calls, emails, and questionnaires.

The Draft 2027–2031 Strategic Plan sets priorities the Council wants the organization to focus on over five years. The draft is based on Council direction from September 2 and was reviewed by the Management Team on September 8.
The draft is organized around five core functions: Administration; Finance; Public Safety; Infrastructure & Utilities; and Land Use & Development. Staff proposes modified language for some initiatives and recommends adding several specific initiatives (for example, cybersecurity policies, water/sewer studies, updates to emergency plans, permitting system improvements).
The draft intentionally does not identify lead personnel, timelines, milestones, or implementation details. Staff will prepare those after the Council approves initiatives.
